...and I know that makes it sound like it's not a constant. Since light travels as a wave it can be affected by things in its medium of travel. The way I understand it, the value of "c" is assumed when light is said to travel in a perfect vacuum with no other bodies or forces to act upon it. Of course, a perfect vacuum isn't going to be found anywhere except in a laboratory environment, so if you could actually measure the speed that light is travelling in space, or the atmosphere, it would show that other forces were acting on it, and would be travelling at a velocity less than "c". Probably not a great variation, but a measureable difference nonetheless.
